ΑΝΑΚΟΙΝΩΘΕΝ ΒΟΥΛΗΣ ΤΩΝ ΑΝΤΙΠΡΟΣΩΠΩΝ
Εργαλειοποίηση του Μεταναστευτικού από την Τουρκία κατήγγειλε ο Τορναρίτης στο Συμβούλιο της Ευρώπης
Στο πλαίσιο συνεδρίας της Επιτροπής Μετανάστευσης, Προσφύγων και Εκτοπισμένων της ΚΣΣΕ στην Αθήνα, ο Κοινοβουλευτικός Εκπρόσωπος του Δημοκρατικού Συναγερμού και επικεφαλής της Κυπριακής αντιπροσωπίας στην Κοινοβουλευτική Συνέλευση του Συμβουλίου της Ευρώπης (ΚΣΣΕ) και Εισηγητής της Συνέλευσης για τον ρόλο των εθνικών κοινοβουλίων στην εφαρμογή του Συμφώνου για τους Πρόσφυγες (GCR) και του Συμφώνου για την Ασφαλή, Ομαλή και Νόμιμη Μετανάστευση (GCM) του Οργανισμού Ηνωμένων Εθνών, κ. Νίκος Τορναρίτης, αναφέρθηκε στη σημασία υλοποίησης και εφαρμογής των δύο Συμφώνων, ιδιαίτερα υπό το φως των αυξανόμενων προσφυγικών και μεταναστευτικών ροών στην Ευρώπη, συνεπεία της ρωσικής επίθεσης στην Ουκρανία.
Σημειώνοντας ότι η Ευρώπη επέδειξε ενότητα σε αυτήν την κρίσιμη συγκυρία στηρίζοντας τον Ουκρανικό λαό, ο κ. Τορναρίτης υπογράμμισε ότι πρέπει η Ευρωπαϊκή Ένωση (ΕΕ) να επιδείξει την ίδια συνοχή και αλληλεγγύη προς τα κράτη – μέλη της που βρίσκονται στην πρώτη γραμμή και που καλούνται να αντιμετωπίσουν και να διαχειριστούν δυσανάλογα μεγάλους αριθμούς μεταναστών και προσφύγων σε σχέση με τα πληθυσμιακά τους δεδομένα και τις εγχώριες υποδομές τους.
Αναφερόμενος ειδικότερα στην Κύπρο, ο κ. Τορναρίτης επισήμανε ότι κατά τα τελευταία πέντε χρόνια, η Κυπριακή Δημοκρατία δέχεται τον μεγαλύτερο αριθμό μεταναστών μεταξύ των κρατών-μελών της ΕΕ κατ’ αναλογία πληθυσμού και χρειάζεται περισσότερη εξωτερική βοήθεια, στήριξη και αλληλεγγύη.
Ο κ. Τορναρίτης στηλίτευσε τις παράνομες ενέργειες της Τουρκίας εις βάρος της Κύπρου, περιλαμβανομένης της εργαλειοποίησης του μεταναστευτικού ζητήματος δια της μεθοδευμένης προώθησης παράτυπων μεταναστών, μέσω της γραμμής κατάπαυσης του πυρός στις περιοχές υπό τον έλεγχο της Κυπριακής Δημοκρατίας.
Μόνο μέσω της συλλογικής δράσης και αλληλεγγύης μπορούν να επιτευχθούν βιώσιμες λύσεις για την αντιμετώπιση αυτών των προκλήσεων, τόνισε ο κ. Τορναρίτης. Επισήμανε, επίσης, ότι τα δύο Παγκόσμια Σύμφωνα των Ηνωμένων Εθνών, στηρίζονται στον σεβασμό των ανθρωπίνων δικαιωμάτων, αλλά προνοούν και την ενίσχυση των άμεσα επηρεαζόμενων κρατών υποδοχής και σκοπούν, αφενός, στην ανακούφιση των ευάλωτων αυτών ανθρώπων και αφετέρου, στην απόκτηση σημαντικού πλεονεκτήματος για τις χώρες υποδοχής.
Στο πλαίσιο αυτό, ανέφερε ο κ. Τορναρίτης, τα εθνικά κοινοβούλια μπορούν να συμβάλουν με στοχευμένες δράσεις, ώστε να αποφευχθούν μελλοντικές κρίσεις και να δημιουργηθούν οι απαραίτητες συνθήκες για την ασφαλή, νόμιμη και αξιοπρεπή μετεγκατάσταση προσφύγων και μεταναστών.
Ειδικότερα, υπογράμμισε ο κ. Τορναρίτης, οι προσπάθειες θα πρέπει να εστιαστούν στην καταπολέμηση όλων των διακρίσεων και στερεοτύπων, στη διασφάλιση των καλώς νοούμενων συμφερόντων των παιδιών με μεταναστευτική βιογραφία, στην ενίσχυση της συνεργασίας μεταξύ χωρών προέλευσης, διέλευσης και προορισμού και στην καταπολέμηση των δικτύων παράνομης διακίνησης που θέτουν σε κίνδυνο τη ζωή εκατομμυρίων ανθρώπων.

Council of Europe contribution to the implementation of the
the United Nations Global Compacts for Migrants and Refugees
Dear colleagues,
It is my great pleasure to open the discussion today on the role played by the Council of Europe and us, members of the Parliamentary Assembly, to promote the implementation of the United Nations Global Compacts for Migrants and Refugees. The Resolution 2379 (2021), for which I was Rapporteur, identified several measures that had to be taken. To our great sadness, Europe has now a new tragedy unfolding. The Russian aggression against Ukraine saw a dramatic increase in the number of refugees coming to Europe, especially women and children.
Yet, I feel proud that Europeans demonstrated unity and strength on this matter, and it is a proof that when times are tough, Europe can protect the values it stands for. I hope, therefore, that Europe can demonstrate the same strength and unity regarding the migrants and refugees coming to the Mediterranean shores and the Atlantic borders. As you are aware, frontline countries like Greece, Spain, Italy, Malta and of course, the Republic of Cyprus where I come from, have been subject to major waves of migration during the last years. Since 2019, Cyprus has been the country with the highest number of asylum seekers in relation to its population. Small countries like Cyprus are facing increased challenges that they cannot meet alone. Moreover, Türkiye is instrumentalizing the migration issue sending waves of irregular migrants from Türkiye to the occupied parts, who then cross to the Republic through the buffer zone. I therefore believe that in this kind of crisis we should all stand together in solidarity, as we are talking about human lives and suffering. Sustainable solutions can only be achieved through collective action and the meaningful participation of refugees and migrants.
The two UN Global Compacts – the Global Compact for Safe, Orderly and Regular Migration (GCM) and the Global Compact on Refugees (GCR), which are voluntary and non-binding international instruments represent an unprecedented push forward for human rights protection of migrants and refugees and call upon the international community to strengthen cooperation with refugees and affected host communities.
The two compacts build a framework for a more predictable and equitable responsibility-sharing between governments, international organisations and other stakeholders, benefiting both refugees and host communities.
Members of parliaments could take specific actions with regard to parliamentary functions that we all exercise, to help prevent future migration crises and allow our societies to develop all the necessary mechanisms to make migration processes safe and orderly, while respecting the needs of host communities.
The Progress Declaration of the International Migration Review Forum, presented in the final Resolution adopted by the United Nations General Assembly last June calls for a series of measures listed as commitments by the States. I invite you all to take on board those measures when taking decisions in your capacity as members of parliaments, especially paragraphs 54, 57 and 61. These points explicitly refer to the elimination of all forms of discrimination, negative stereotyping and misleading narratives that generate negative perceptions on migration and migrants, to the commitment in respecting, protecting and fulfilling the human rights of all migrant children, and ensuring that the best interests of the child are a primary consideration and to intensifying joint efforts, including through international cooperation between countries of origin, transit and destination, to prevent and counter the smuggling of migrants and protect their lives and human rights while enhancing pathways for safe, orderly and regular migration.
I invite you to take note of the full Progress Declaration of the International Migration Review Forum and the additional summaries of the Plenary, Round Tables, and Policy Debates, presented by the United Nations Network on Migration.
I am certain serious development take place also regarding the United Nations Global Compact on refugees and that we will hear more about it in due course from our UNHCR counterparts in one of our future meetings.
Finally, I welcome the participation in our meeting today of Ms Leyla Kayacik, the Special Representative of the Secretary General of the Council of Europe for migrants and refugees, of Ms Maria Clara Martin, UNHCR Representative in Greece and Mr Gianluca Rocco, IOM Head of Mission and Regional Coordinator for Greece. I look forward to hearing about the recent developments aimed at implementing the two Global Compacts.
